THE IMPORTANCE OF RESEARCH ACTIVITIES BASED ON AN ANALYTICAL APPROACH IN COMBATING CORRUPTION: THE EXPERIENCE OF FINLAND

Abstract

This article examines the significance of research activities based on an analytical approach in combating corruption, using the experience of Finland as a case study. The study analyzes the role of scientific and analytical research in identifying the causes and conditions of corruption, determining corruption risk areas, and developing measures aimed at their elimination as part of corruption prevention efforts. The article substantiates the importance of the principles of good governance, the rule of law, openness and transparency, public oversight, and institutional mechanisms within Finland’s anti-corruption system. It also reviews sectors with elevated corruption risks within local government, as well as forms of hidden and structural corruption, and discusses the results of analytical studies aimed at identifying these risks. Based on international experience, the article develops a number of scientific and practical recommendations aimed at preventing corruption. The findings of the study are significant for improving anti-corruption policy, strengthening preventive measures based on sectoral analysis, and enhancing mechanisms of effective governance.
